Utah went statewide, training more than 7,000 teachers in a year and requiring every district to develop an AI policy by 2027.

Schools are teaching students how AI works instead of banning it
Charleston County Schools and the state of Utah are replacing AI bans with AI Literacy instruction for students and teachers.
The Gist
Between 44% and 70% of students already use AI for schoolwork, according to surveys from Britebound and Common Sense Media. Students are teaching themselves, and self-taught habits come with gaps that show up later as plagiarism cases or cyberbullying incidents. Charleston County Schools spent a year asking students what they needed before designing a response. This fall the district is teaching students and teachers how AI actually works, what it gets wrong, and when it belongs in the assignment.
What to Know
Students use AI in ways most schools would recognize as legitimate. Research from The Social Institute shows they turn to it for research, for clarifying a concept the class moved past too quickly, for checking homework, and for brainstorming. When students hit a wall, most say they would rather work it out themselves or ask a teacher or a friend first. AI comes later, if at all.
The clearer challenge is policy. Nearly half of high school students say their school has an AI policy but the policy is not clear. That gap lands on teachers. When expectations live in the syllabus instead of the handbook, every teacher writes a different standard and every student learns a different lesson about what counts as their own work.
Charleston County Schools started by asking students directly. Students said they wanted real training on how AI works and clear expectations for when they could use it. The district brought in educators who specialize in AI Literacy and built courses for teachers and for middle and high school students. The courses stay practical. Students see that a chatbot asked to help with a research paper can invent sources that look credible down to the page number. A section on privacy shows that conversations with AI tools can be stored, used as training data, and shared. Teachers practice demonstrating bias and hallucination live in their own content areas.
Utah went statewide. The state hired a coordinator to oversee AI education, trained more than 7,000 teachers in a year, and required every district to develop an AI policy by 2027. Maine, West Virginia, and Georgia have started similar work. For school leaders, that timeline is the news. Districts that write their own standards now get to shape them around their students. Districts that wait will inherit someone else’s.
TSI’s Take
Charleston County did the thing that makes this work: they asked students first. Student voice turns an AI policy into something students help enforce instead of something they work around.
Skill beats restriction here. When students understand that AI produces confident, wrong answers, they start asking better questions about when to trust it. When they understand that outsourcing every quick answer skips the thinking that builds the skill, they get pickier about what they hand off. Educators can build that judgment now by:
- Letting students watch AI fail: Ask a chatbot for a detailed map, a citation list, or a summary of a book students know well. Watching it hallucinate a source in real time teaches more than a warning ever will.
- Naming the tradeoff out loud: A fast answer saves ten minutes and skips the struggle that builds problem-solving. Students can make that call well once we make the cost visible.
- Putting the expectation in writing, per assignment: Students consistently tell us their school’s AI policy is unclear. A one-line note at the top of an assignment saying where AI helps and where it does not removes the guesswork for students and the case-by-case judgment calls for teachers.
- Connecting it to what students already value: Students prioritize collaboration and working through hard ideas together. That is the ground AI cannot take from them, and naming it helps them protect it.

A new IBM study found that 76% of middle school teachers and 73% of high school teachers say AI shows up in their classrooms at least weekly. Only 20% of K-12 educators say they have received extensive AI training. Teachers are being asked to model responsible AI use before anyone has shown them what that looks like.
What to Know
IBM surveyed more than 2,000 K-12 educators and families. When educators named the biggest obstacle to supporting AI Literacy, 42% pointed to the same thing: a lack of training or professional development. Not the tools, not student behavior, not devices. Time to learn.
Confidence is low on both sides of the school door. Only 24% of educators and 16% of families believe the education system is adapting well to AI. Families also said they want a real role in these decisions, and that clearer guidelines and more transparency would raise their confidence in what schools are doing.
Educators and families agree on where to start. 41% of both groups say middle school, grades 6 through 8, is when students should begin learning about AI. That agreement is useful. Leaders building a scope and sequence this year have a starting grade that families already support, which makes the rollout conversation shorter.

Adoption moved faster than preparation, and that is a solvable challenge. Teachers do not need to become AI experts. They need enough fluency to spot a hallucination, explain bias in plain language, and answer a student’s question honestly.
Three moves close the gap this year:
- Fund professional development that goes past the tool tour: Feature walkthroughs age out in a semester. Critical evaluation, bias recognition, privacy, and responsible use hold their value as the tools change.
- Build AI Literacy into lessons teachers already teach: Standards-aligned lessons in existing classes save planning time and keep the message consistent across the building, which a one-off assembly cannot do.
- Tell families what students are learning and why: Families said transparency raises their confidence. A short note home explaining what AI Literacy covers, and one question they can ask at dinner, extends the lesson past the last bell.

Students land in the target list because scammers count on them accepting anything that looks official.
What to Know
The tools are legal. Website builders, voice tools, and chatbots are ordinary technology doing exactly what they were designed to do. Criminals point them at deception, which means the old advice about spotting a scam by its bad spelling and blurry logo no longer holds.
One case shows the scale of the shift. Scammers generated a video of a celebrity endorsing a product. People believed the endorsement was real, and people lost money. The same playbook runs through recorded robotic voices on phone calls, unsolicited texts and emails, and links that ask for personal or financial information.
The warning signs are behavioral now, not visual. Urgency, a request to keep it quiet, a link that skips the official site, a payment method that cannot be reversed. Students meet these constantly through gaming marketplaces, ticket resales, job and internship offers, and messages from accounts that look like someone they follow. Scammers are betting that students will not stop to verify.

Students are already fluent in the idea that an algorithm is trying to influence what they see. Scam awareness builds on that same instinct, and it is a skill they carry into adulthood.
Educators can build the habit with three moves:
- Teaching the pause and the second channel: When a message arrives unexpectedly, go to the official website or call the known number instead of tapping the link. That single habit stops most of these attempts.
- Breaking down the persuasion, not just the scam: Scammers use urgency and emotional appeals because those work on everyone. Students who can name the tactic can spot it in a message they have never seen before.
- Practicing protecting privacy like you’re famous: The details students share publicly, a school name, a schedule, a coach’s name, are what make a fake message convincing. Auditing what is visible is a concrete first step.

What school leaders can do this month
Charleston County Schools and Utah both started in the same unglamorous place: a written policy and a trained staff. Neither takes a new budget line to begin. A district can read its own AI policy through a student’s eyes this month and rewrite the parts that leave a teacher guessing.
The IBM numbers point at the constraint. Teachers are already fielding AI in class every week, and most have not been trained for it. Professional development that covers hallucinations, bias, and privacy gives teachers something to say the next time a student asks whether a chatbot answer is true.
